When you fill out the SOA, you’ll select the types of coverage you want to discuss, like Medicare Advantage or Medicare Supplement plans. Once it’s signed, your advisor must stick to the options you’ve chosen—nothing more. This keeps the focus on what you care about most.

Why Is There a 48-Hour Waiting Period for the SOA

The “48-Hour Rule” means you need to sign the SOA at least 48 hours (two days) before your meeting. This waiting period gives you time to think about your options, do some research if needed, and discuss any decisions with family or friends. CMS put this protection in place to ensure you don’t feel rushed into any decisions.

Today, there are a few ways to complete the Scope of Appointment form, depending on what’s easiest for you:

  1. Electronic SOA Form: Some people prefer to fill out the form on a computer, tablet, or smartphone. You’ll check the options you want to discuss and initial each choice. Once submitted, your advisor saves the form securely for future reference.
  2. Telephone SOA: If you’re meeting with your advisor over the phone, you can complete the SOA verbally. During the call, you’ll give your permission to discuss specific options, and the call recording will serve as your signed form.
  3. In-Person Meetings: If you prefer to meet face-to-face, you’ll sign the SOA form in person. If you walk into an advisor’s office on your own, the waiting period doesn’t apply, and you can fill out the form on the spot.
